Horowitz and Tatum
No, Horowitz said that about Tatum.  Great story: Horowitz, when he was in New York City, would sneak into Tatum's gigs wearing a big hooded trenchcoat (to avoid being recognized), then he'd sit in the back and just listen.  One show, upon discovering Horowitz's identity, someone exclaimed, "Vladimir Horowitz is in the house!!!" Horowitz, ever the quick wit, responded quickly. Motioning towards Tatum, he said "No, God is in the house."

After an extensive search, I found no references to Horowitz exclaiming "God is in the house". If he in fact did once say that, it would have been because it had become "fashionable" to utter that statement wherever Tatum played.

All original references (that I have found) stem back to:

"One night Art Tatum walked into the Yacht Club on West 52nd Street while Fats Waller was performing. After the song, Waller announced: 'I just play the piano, but God is in the house tonight.'"

If you believe that Horowitz coined the phrase prior to Waller, I think we'd all enjoy seeing some empirical proof of that.
