my first time here.  When I first came on I found the music to Autumn Leaves, Green Dolphin street, etc.  Now I can't find any of that stuff.  What I doing wrong?

Nothing- those files are not supposed to be here any longer; it's illegal to provde them online.  If you are looking for chord charts, click on the "lead sheets" link near the top of the screen.

But is it legal to provide solo transcriptions? I really have to know since i´m writing an article and i want to include some transcriptions in it.

i'm pretty sure that it is illegal to show transcriptions as these tend to be published in books, i.e. Bill Evans transcriptions, art Tatum transcriptions etc. Mind you, all lead sheets in real or fake books are transcriptions anyway, which is why some are better than others. Chuck Sher's are generally the best

Any transcription that you transcribe, you can do what you want with, regardless if it is in some book somewhere. But it has to be something you transcribed yourself.

Definitely do not upload copyrighted transcriptions here.
