Often it is up to one player (often the pianist) to play a short introduction to set the tempo of a piece.  One technique recommended to me is to improvise over the one or two bar turn-around at the end of a lead sheet.  Are there any other standard tools for composing spur-of-the moment intro?  Are there generally accepted rules for intros at jam sessions?

Good question.

Most of the time I have to play a spur-of-moment piano intro, I end up overusing the sustain pedal.

I would recommend listening to intros on different recorded tunes, and then try each intro out with different tunes to see which ones fit.  

One I like to do is to take a bit of a tune and start out in a key a few steps below the melody and modulate up to the key of the melody.

When I think of a nice four bar intro, I think of the intro to Nelson Riddle's arrangement of "The Lady is a Tramp." (Performed by Sinatra.) Nice, cool, piano trio intro that sets up the mood of the song perfectly. Same with Sarah Vaughn's rendition of "They Can't Take That Away From Me." Just personal preference.

Herbie Hancock's intro to "If I were a bell" on Cookin' at the Plugged Nickel is the "please return to your seats" theme played at 10X the normal speed.  This could be applied to most tunes, but at most you could use it once  and get away with it.  I love that record, though.
