your point about incompetent teachers is well taken but i have to add my two cents again.
in my experience very few people are good at what they do. that being true it would behoove us all to audition anyone we intend to hire in any capacity. teachers of any kind can make enormous contributions to our lives or cause major setbacks. it is a job that should never be entered into casually.
the old tired cliche "those who can, do and those who can't, teach doesn't always apply. teaching requires a wide varity of skills that are not always directly related to the subject matter, and again in my experience, those who do something well don't necessarily have the ability to teach someone else how to do it. that's not to  say that it's never the case but rather that the two things don't necessarily go hand in hand.
i fully agree that one should investigate a prospective vocal coach carefully and fully but i don't think a good or even great singing voice is an indication that someone can teach, nor would the lack of that ability preclude them from being a great teacher.
people involved in any act of creativivy are more vulnerable and susceptible to bad advice, and in a perfect world would be left to express themselves in their own unique way. a good vocal teacher has to be able to pass along pertinant information and at the same time stay out of the way of that individuality. it's a monumental task that as you have stated is far too often undertaken for the wrong reasons by people who are completely unqualified.
i'm not sure how you find a good voice teacher, but it would be a shame if someone passed on a great one because he or she wasn't also a great performer.
